E Brake clunking

So the truck has a bad clunk from the rear wheel, I've narrowed it down to the e-brake now. The clunk will go away with the slightest application of the e-brake pedal, but then returns (unless I leave it engaged one click). If I push the pedal down even further there's a harder clunk so I just stopped doing that (was trying to set the e-brake shoes/pads). I've had the rotor off twice to inspect it, and I thought I had retracted the shoes all the way in but I will check again. There was some damage to the lip of the shoe/pad at the top middle, like the edge of it had been worn down/chunked off a bit but nothing too major and the rotor and pads looked smooth otherwise. Any ideas besides looking at it again and making sure it all looks lined up and retracted or am I on the right track?
