Well I am please to note that i have solved the problem.
The EP-35 from Napa is worthless. Dont buy it.
Went to vato zone and picked up the Tridon EP-35 and it worked like a charm.
the blinker click is a little louder but speed is good. no more double time.

At least it works now. That new click sound bothers me too, but at least its not hyperflashing right?

Can someone grab the Tridon EP35 relay for me from autozone since they're are not here in Canada? I'll take care of all the costs plus a little something for you too!

i dont have any pictures, but here is a quick write up:

-buy the relay tridon ep-35.
-remove the dash panel that is where your knees go when your driving, 4 10mm bolts total, lower it out of the way.
-locate the fuse box on the left hand side, remove the two bolts holding that on so you can just push it out of the way a little bit
-you will see a relay plugged in labled FLASHER, unplug that, pull it out
-install your new relay, and re assemble!

It was that easy. Thanks for the info!

How do you know if you have a "bulb" out with the LEDs? Does it still switch to "fast flash" after the fix or do you have to check them every now and then?
