Is the ECT button suppose to be light when lights are on?

Yes, there's a bulb back there that must have just burnt out.
It's easy to change. I'm just hoping you know how so I don't have to explain it... I hate typing that much

The light only comes on when the button is engaged, just not when your lights are on.
I got mine for a buck or two at Toyota when I changed mine. I do get a discount though...i think the OP is talking about the light in the switch, not the one in the dash cluster. and as far as replacing the light, dont buy one from toyota, they want like $12 for it, take the bulb into honda, they only want like $1.89 or.98 i forget which,

It must have burnt out before I bought it. I've had this truck for 9 years and never knew! Oh well, one one more thing to add to the repair list I guess.
it depends on the year of your truck, cause on my 97 the ect switch and the rear window light are down and the center console by the ebrake, and have the same style bulb. now on the 99 and newer trucks they might be different
