egr and smog

i went to get my 94 4runner 3.0 5speed smogged a few days ago and failed with a few issues one was tape on the intake boot, (it has a small cut) a line unplugged, and high hc. at 15mph it was like 4 times the allowed amount and then at 25mph it was at the limit mark. i looked to see what line was unplugged and it was a hose from the egr to the hockey puck looking diaphragm on the front of the engine. would that cause high hc? i plugged it back in and didnt notice a change in how it ran, it has a brand new cat pretty new o2 and checked all plugs they seem fine wires are pretty new as well. i just dont want to take it back in and have it fail again and pay for nothing.

i had almost the same problem but mine is a '86 22re it was my exaust gass transducer and the cat! but if you fail the visual inspection then it does not mater how clean your rig runs! i dont know what/whear/ or if you have a transducer but mine whent out and it made the ecu try to compinsate for the egt part going out! if you hold your speed at a high mid range rpm before you need to shift but having the motor working ( at about the rpm range that they test) does it feel like you are having a miss fire or injector problem! that is what mine did! but i took mine in to a shop and had the obd1 tested to find the problem! so that may be your best bet!

do you qualify for smog test help? that is what i did! i only payed $120 but the cost of the work was over $600(cat,egt,CA smog cert, and labor). you do have to take you runner to a california gold sheild mecanic if you go through the stae to get your rig smoged!
 
Have you checked to see if the ECM has generated any error codes?
That might point you in the proper direction.
You can do it yourself, instructions are easy to find if you look.

If your EGR isn't working, you're sending too much unburnt fuel out for the "sniffers" to allow--the EGR wil recirculate excess vapors back into the intake so it can be burned on another round. That's at least part of your high HC output. You're not likely to notice any difference in the way it runs, working or not. The CAT can't keep up if the volume's too high, no matter how new it is.
 
Same issue.

i was gettting the same trouble code and still am.. So i Did my diagnostic OBD1. i got trouble Code 25 which is O2 sensor problem Running too rich, but now ever since i rebuild my Transmission (automatic 1993 4x4 3.0L) i have a a EGR Transducer problem and CAT. EGR transducer Blew a hole at the bottom of it and the top part split in half, Also my Cat looks Crunched which means i could of hit something driving or it happened when i got my Truck back from the shop and i was heading to school and the Drive shaft fell off from the transmission side and probably bounced and hit the CAT. So i took it back to the shop said replace the Drive shaft so they did but all of a sudden i can not go over 30MPH w/o the EGR transducer and im goin to a mechanic school and my Instructors are telling me that the EGR transducer has nothing to do with me not goin over 30MPH, they pretty much said if i wanted to i could take it out but my Emissions would be High and of course wouldnt pass smog but the point is what could cause this problem.. its shifts just a low rpm.
 
my question now is with it throwing code 25, a lean code, will the hc go up when i fix the problem? i already have high hc or could it be a bad o2 saying its running lean so my ecu is adding more fuel(higher hc) and my o2 is still reporting a lean code because its just stuck sending a lean code? if that makes any sense
