Engine Will Not Start

I have a 93 4Runner and it isn't starting. I tried having a friend jump it, but the battery is not the problem. When I tried to start it, the noise that it made was like smooth TV static, it didn't make the normal clicking noise. My 4Runner has never had a problem like this before and has never made this noise before. All of the electrical components seem to be working fine, so I haven't the slightest idea as to why it isn't starting. Any ideas or suggestions?

Probably the starter. Especially if you have never messed with it before. Its probably just wore out. I would start there and see if thats the fix. Mine did something similar and all I got was a click when I turned the key.
