Exterior Water Damage Under Window

I found some unusual damage to my clear coat today. It appears that either the water, or whatever was dripping down under the left rear window has ATE its way into the clear coat and caused damage.

I gave this area a light polish and it didn't do anything, because the damage was deep.

Can water cause this? Does anyone else have this?

I increased the contrast and circled the damaged area for a better view.

Do you often Park in a concrete parking garage? My company had issues years ago with the water dripping onto cars in the garage causing paint deterioration, I think because of a chemical reaction with something the water was picking up from the cracks in the garage... I only heard about extreme cases that led to new paint jobs and the company sealing all the cracks in the garage.
