Extra air filter on v6?

Hi everyone. Trying to figure out my p0420 and p0430 on my v6. I took out the air fliter and notice there is an extra filter that seems to be permanent after it. It looks super dirty and I was winder is it OK to just cut it out or can it be removed and cleaned?

It's a secondary air filter. A lot of guys drill out the rivets and remove them. I believe it was an emissions thing. Basically if you want you can remove it. But I believe it was always darker or dirty looking. I also don't think it's contributions to your codes.

It's a hydrocarbon filter.

Mine seems a bit oily too and like a yellow oil in some spots. Changed all of my o2 sensors already, just looking for air leaks, bad filters etc now.
Just had the engine changed so it's driving me crazy after spending so much.

Yeah I read that one along with a bunch of others. I've done everything on that page plus more.
Engine runs perfect so this is frustrating.

Yes.

It's hard to believe the hydrocarbon filter affects anything unless it's really clogged. If it's just adding some airflow restriction it's about the same as the throttle being less open, so it just has to open slightly more to compensate. It could reduce peak power slightly, but that's about the only effect I would expect.

It's also hard to believe it does much for hydrocarbons, so it shouldn't hurt to remove it.

Definitely remove the HCF, it's useless. I'd also look into cleaning your MAF sensor
