im assuming by igniter you mean ballast?, if so yes for HIDs you need to have a ballast.
the cut off is what gives the lights a sharp flat top, its basically like a flap of metal or polymer inside the lens housing that only allows so much light out and it directs the light to where it wants it. some cars such as BMW, Mercedes Benz, Lexus ect have a movable flap, that will open and close -close for low beams, open for high. those are quite cool, but require more complex wiring to install and get to work perfectly, but with the micro fogs, they are a projector housing so technically they are legal to use with HIDs, and they wont be as bad as using HIDs in your head light housings, thats a waste and annoying to other divers because they throw out so much light and most of it is unused and creates glare. it can actually decrease the drivers(of said vehicle using them) ability to see -basically it can make it harder to see as far(the color spectrum that you chose also has a huge affect on this as well, basically anything of 5000k and you start losing light output.
when i see people running around with HIDs in regular halogen housings i like to give them a taste of the sun... 5 130w and 6 110w lights...
