Fog light question

I have a 1999 limited and my fog lights don't work. I want to get new ones but I'm not sure if the bulb has burnt out or if the whole cluster is broke. Is there a way I can test this out? And if anyone knows where I can find cheap green fog lights that would be great.

Green fog lights are illegal in South Carolina.

Green fog lights are illegal in South Carolina.

I know but it's fog lights I'm not going to run them all the time.
