Fogs not working?

ok guys i know there has been a bunch of this topic brought up and for the past couple days i've been doing nothing but reading on them to see if they were close to whats happening with mine but not exactly. i've checked the fuse, relay, and all possibly connected to the fogs i even went as far as taking them off and trying to apply power to them from the battery and nothing either. then connected them to the battery and used a multimeter to make sure the wires were getting juice and they are so i opened them up and both bulbs aren't blown, im stumped any helps would be appreciated thanks in advance and sorry for the noobness and its for a 00 4runner sr5 that came with fogs

This is easy to check, but we need to clear up a few things.

You said you checked the fuse and relay, but what does that mean?

You applied power from the battery to the bulbs? Do they also have ground?

If they have power and ground but don't light up, they are no good, doesn't matter if they look blown or not.

Start out by confirming the white/black wires going to the bulbs are grounded. If they aren't, find the ground and fix it, if they are I'll give you more to check.

sorry yes they are ground and everything so its possible the bulbs themselves are no good then will have to try new bulbs when its warmer and somehow find a way to get the warped screws off from the back anyone know what size screws go back there?

If the pink wires have 12V when you turn on the fogs, then yes the bulbs are bad!
