Yes, that is a Raychem 22 ga crimp splice and shrink sleeve. 22ga has a red band. 20ga is blue and 16ga is yellow. You do have to strip the wire, insert into the side of the splice and crimp. The notch in the center is an inspection hole. There is also a ridge inside the end of the wire bumps into. Measure from the end of the splice to that hole to get the proper strip length.These splices really should be crimped with a Raychem 1377 crimper. If the splice has 2 colored bands (same color on each end) it is for use with nickel plated wire. Obviously this is a permanent repair. If you want to be able to get back in there to install an alarm sometime; use a connector splice that comes apart. If you use the Raychem splices, remember to slide the shrink sleeve before making the last crimp!
