I believe his point was that any recall is less likely to happen now with so many government programs being shut down/sidelined. It does seem as though he keeps posting the same thing in several threads without ever coming back. Sort of trollish behavior...

maybe so... but what "government program" would have anything to do with toyota doing a recall for 4runner frame rust?
thats like saying if hilary was elected then toyota would do a recall. :shrug:

It’s not a government program, but rather it’s a government department. The NTSB (I think that’s what it’s called) that is supposedly in charge of making rulings on the matters concerning this because it’s a safety issue. There is a huge thread somewhere on this forum discussing the process and entities involved.

That's crap in my opinion, Ford has had frame rust for years and ignored it while Toyota fixed many of their trucks. So that was the last presidents fault that Ford is ignored their issue? Frames breaking from rust right behind the cab is not a safety issue I assume then.
The skid plates on my 2005 SR5 4 runner seem to keep the rust issue low on mine. I sprayed the front bar a year ago - where I could see rust all alone the bar that faces the wind and rain - and it seems to have helped.
I repeated it again today with CorrosionX - which dries over a period of 6 months and turns the rust into a "black"
I wouldn't say I have a rust issue with my underbody. Looks like the dealer or manufacturer has some undercoating.
The upper body is completely free of any rust on my 2005.
My 2005 SR5 has 150,000 miles on it. I live in the Bahamas where there is salt water everywhere, and all my trips are about 4 miles - so that's a lot of miles.
Starts and runs like a top. No engine or tranny issues whatsoever. I love my Toyota.
Change the oil with conventional every 4000 miles.
UPDATE: I just did a quick looksee underneath, and manufacturer looks to have painted the underbody of my 2005 4 runner with a "black paint" - and I have very little rust.
I'll bet it will hold up another 20 years.

Have an '03 V8 AWD, bought used 4.5 yrs ago with 75K on it, now at 133K and frame is hurting from rust. Pass side under front door rusted through from inside ( see my garage for pics). I have raked about a pound at least of rust from inside the frame on that side with a coat hanger.
If we could see the inside of our frames we'd probably really freak!
Just did some scraping, wire brushing and painting to the cross members yesterday, not a fun job! If it wasn't for this I think this 4R would last another 10-12 yrs, but I think the frame is going to take it out, but it's not near as bad as some pictures I've seen on here.

Ouch, those pics look like the Jeep I used to have. I welded a ton of patches on that truck. My frame seems to have a few pounds of sand in it behind the tires. I got to figure out how to get it out so I can oil the inside.

First off, welcome to the forum.
Don't bother with the class action as it's a dead deal according to the letter I got within the last couple months. Pics would help as I'm not sure where your issue is but check out some of the bits you can get from the guys below. Also go over the rest of your frame looking for more issues especially the bottom metal parts at the bottom of the wheel arches plus front by tow points and rear behind bumper. Would hate to have you repair something only to find there's way more issues.

I’ve got the dreaded 4th gen rust…
The center parts of the frame are pretty good, but the front and rear spars were bad, but then discount tire ran my truck into a pole when they were rotating my tires….
Am I at the point this truck is dead? The ship it’s at says they can’t try and fix the frame.

How handy are you A.Vern? That's similar to what mine looked like. I cut out the old metal and welded in new but have been a novice welder for awhile. That's an easy area to weld.

What can be used to protect the frame? Simply brushing off the surface rust and applying something like POR15 and touching up down the road or is there a better form of frame protection? My state has become lazy and started using Mag-Chloride to remove snow and I've noticed this year (winter) that the frame is starting to show more rust than ever...I'm keeping my 4th gen forever so the sooner I mitigate the surface rust, the better...

I have buddy who does a bunch of welding, but he was wondering what to weld onto. Has yours held up pretty well? I’m it’s in California now, so minimal rust exposure issues, but I’m afraid it’s too far gone?

Really need to wash all the junk out from inside of the frame then oil the inside, the junk settles at the bottom of the arched areas and rusts from the inside out. Under the rear bumper cover is the exception but that is hard to clean without removing the bumper. I've tried keeping it clean and oiled but still fix holes usually once a year so have given up on trying to mitigate rust.
That's good. You need to cut back to the good metal (an inch or two usually, make the metal shiny and then weld new steel on there. Really is pretty easy for the back frame as it's easy access. All the repair bits I've welded in look better than the rest of the frame.
I like to cut a section at a time so the patch I'm working is as close to original as possible. Or you could put something like this over the frame.

I wish I could post the picture of my 2005 4runner limited of the drivers side rear track bar bracket that rusted and snapped the bracket right off. I bought a repair bracket from the website I have attached below. They have repair sections for a lot of areas that break on 4runners.
