I had the same issue for the longest time eventually just tried with a new email and here we are.

You have to reply 15 times to EXISTING threads, then after 15 you are allowed to create your own NEW thread.

Same with my 3rd gen. I feel like this 15 post requirement encourages trash in other threads... I guess it's a fine line between deterring spammers and preventing unnecessary posts :shrug:

I think this 15 posts limit creates unnecessary floods in all threads
