Front Bumper Falling Off

Hello,

I have a 2003 Toyota 4Runner (SR5). When I purchased the vehicle, the front bumper was a little loose, and I noticed that a couple of the clips weren't connected completely. After offroading a few times, the bumper ripped somewhat, along with the liner. It now rubs on the tires, which has led to further bumper and liner wearing. The clips that connect the bumper to the frame are mostly ripped. How can I go about fixing this? Looking to spend as little as possible. Thanks.

Note: A few months ago, I went offroading on just plain dirt, and after hitting a rut rather hard, my tire popped. It was my front passenger tire, the same side that my bumper is broken. Decent impact was made to the bumper when the tire popped. I was unaware of the tire popping, so I continued offroading for a few minutes. After turning my music volume down, I heard a strange sound, and realized I was driving on a shredded tire. Serious damage to my wheel resulted.
