Front Inside Caliper Pistons Not Compressing Fully

I am replacing pads and rotors on the front of a 2005 T4R Limited (338mm rotors). I am having trouble completely compressing the inside pistons on both of the calipers. The outside pistons are fully compressing but the inside ones are stopping with maybe 1/4" to go. Both calipers are the same. I did open the bleeder prior to compressing and I'm using the correct tool to compress quad pistons. They did move back to within 1/4" of the housing and then stopped firm. Having a hard time believing both calipers are jacked up and exhibiting the same issue. Suggestions?

I tried to compress the pistons individually - one on the right side moved in easily, the other would not. Neither on the left moved back. Replacing both front calipers. Interesting to note that I could not find a valild Rockauto 5% discount code - maybe there are none active? Have never had difficulty finding one before.
 
Check out the Raybestos Element 3 calipers....they're a brand new caliper, not a crappy re-man. I installed a set 4-years ago and have had no issues. Prior to that I was replacing the re-mans every year or two.
 
Thanks. I have had good luck with the Cardone coated remanufactured calipers. Have been using them for a number of years.
