Front Valance Missing Piece

I just bought a '99 4Runner, and it is missing a piece at the bottom of the front valance plastic, just in front of the passenger side frame rail. It looks like it is meant to be a separate, removable piece that is just missing. When I look at replacement valances online, they do not show or mention this piece. Know where I can get one?

Also, I will be repainting my valance to repair some scratches and missing paint. Any special prep needed to make paint stick well to the plastic? Thanks for any help, Fitz

I would try a dealer for that piece, or a scrapyard. You might also try getting one from someone on the forums who has installed an aftermarket bumper/bullbar?
With the paint, I think there is plastic primer available from auto stores.
 
I painted mine and I believe the brand was DupliColor. If I can find the can I will repost with the brand. It was designed for plastic bumpers and bumper trim. It is more flexible so it won't chip or crack as easily. So far it looks great and has held up. I painted it about 3 months ago. I just used a ScotchBrite and went over the surface real quick before shooting it.
 
Your talking about the access "port" to the tow hook,right? Yeah,you shouldn't have too hard finding that piece.

So that's its' purpose? I saw a tow hook there. So, is the piece supposed to be hinged, removable, or?
