ground in front

i was wondering if a good ground point up front would be to use the piece of metal that comes up from the chassis to hold the dashboard in place? i see 2 wires now with spades bolted into them, i'm guessing they are ground...

i need it for a 8amp tv screen and like a 1/2 amp swi-x...
