Ok, got the bumper off anyone had an install write up. Looks like I grind off the bumper mount on the frame and drill holes on the frame. Then use 2 side origianal bolts.
Lights- can I just splice into the turn signal and fog lights harness already on the 4runner?

It's pretty straight forward. I was confuesd at first too. Just get something that will make the bumper the height that it would be then when you get it up to the vehicle you'll know exactly what to do.

To get ready you can go ahead and cut the stock plate at the end of the frame. Don't cut the plate off but cut the plate the size of the end of the frame as the bumper slides over the frame. I slid the bumper on to where the stock bumper side mounts matched up to the mounts on the ODL bumper mounts. Then bolted the side mounts with the stock hardware. Then took a long 1/2" bit and drilled the frame holes with the bumper on that seemed easier than marking and taking back off. Especially since it was a tight fit jockying the bumper on. A 10-12" bit works good, the 4" bit made the drill bind and not reach all the way through the other side of the frame.

To make things easy I would wire the fog lights before installing. I used the wire harness from factory fog lights so that way it is just a plug in and can unplug to remove bumper to install winch later. The blinker lights have a plug in to the back of the light so easy to wire after the bumper install.

Install

so im going to be placing an order for mine soon, and i wish i could install it myself, but i simply dont have the tools or expertise..... So if i take it to my local off road specialist should i give them any specific instructions for installing this amazing piece of metal?

If you're mechanically inclined at all it's not hard. I used a SawsAll and belt sander to trim the end plate (top and outer edge) I trimmed the bottom just to even things out, and you have to trim a small portion of the plastic fender well and a metal bracket from the terminus end of the fender.

A little Rustolium gloss black and your ready for a test fit. There's more to it than that, it took me the better part of the day to drill out the frame and get it to fit right, bolted up and turn signals wired-up. The end result is satisfaction in doing the job yourself. I'm a little embarrassed in posting this pic all over the place, but I'm really happy on how it turned out.
