Hazard lights not working [2003 Highlander]

My wife drives an '03 Highlander (V6,AWD). Recently the hazard lights stopped working. The turn signals still work, the bulbs are all good. Front/Rear, Left/Right.

I checked the fuse marked HAZARD under the hood and that looks good also.

Any ideas? Is this a problem anyone has encountered before? What should I check next?
