Headlight Adjuster

I’m fixing up a 2002 I just bought and the headlight aim was way off. When I went to adjust the passenger side I saw the issue. The little plastic gear in the pic is supposed to stay retained by the housing. Does anyone know what holds it in? Is there a spring involved?
