heater motor problem

I have a 2003 4runner sport with a V8. My problem is the heater fan seems to be running on low to medium speed. It won't go to high speed even if I put it on manual from auto climate. On dash it shows running high. Any help would greatly be appreciated.

There appears to be a TSB for this issue, it calls for an updated blower motor assembly (it is out of the indicated warranty per TSB, but at least it might help?)

I would at least use the TSB to see if the vehicle and blower motor fall under the TSB coverage.

It looks like it may be the issue. I was thinking the brushes in the fan motor or maybe a resister that controls the fan speeds. but this looks like my issue. It doesn't do it all the time but is pretty annoying in cold weather. Thanks for the info.
