height challenged mod??

Well, my girlfriend is height challenged to put it nicely. Like 4' 10" yes I know very short with even shorter legs. Sooo her dad recently bought her, I believe a 2001 white runner with, if I'm not mistaken he said 17,000 miles off original owner!!!! Anyway we are trying to figure out a way to lower the seat and bring the pedals closer.
I've thought about making my own mounts on the stock rails and moving it a little forward but she is already sitting very close to the steering wheel. So I'm thinking about something to bring her feet closer. Ie, lowering the seat with custom mounts and moving forward to. Has anybody had to modify this before? Some sort of pedal extension would be good but I'm scared to put extra weight on the pedals. Yaaa doesn't seem to brilliant. That's why I'm favoring lowering the seat with a little mover forward. Any suggestions for brain storming??

Ohhh ya stickers for some serious trail cred. Haha, well number 1 would be perfect but you've gotta have a special dealer to install? Wtf!! Gave me a good base plan tho. I could probably fab something up like that. It's better then moving the seat incase we want to re-sell it. Her tiny self is getting frustrated with driving, and she really doesn't want a small car.
 
My wife is height challenged also, thinking 4'11. She always says she's 2 inches out of a booster seat but she doesn't have any issues driving my 97. Is there a difference on the 01's distance of seat to pedal and steering wheel? I wasn't aware.
