HELP front hubs wont engage!

Hi i have a 1999 4runner limited 4wd 3.6 l
The transfer case was recently rebuilt and it's working, I can tell by how the engine responds when I shift it to 4lo
My 4x4 light won't stop flashing and I do have a check engine light, it was charcoal canister but I read something about the vaccum canister?
I'm lost don't know what to do.

I guess you did, because now you say the TC is working. That means the ADD is at fault. So try my diagnostic routine, That's what it's for, to see if it is one of:

The diff/actuator
The VSV/vacuum system
electric fault from the TC/4wd ECU.

Then narrow it down from there. If you need help, ask for it. Don't just make a new thread.

Charcoal canister is part of the gas tank emissions control system. Nothing to do with 4wd. The vacuum canister is in the fender and is part of the VSV system I referred to. Nothing in the 4wd system will set a CEL.

EDIT: You don't say if you ARE actually in 4WD. If you are, and still get the flashing light, then the sending switch on the front diff is almost certainly the culprit. My diagnostic is for when 4WD does NOT engage.

In this case, pull the switch and test if it passes current when depressed. If you need a new one:

I'm not actually on 4wd and I will try to check the vaccum lines today I will keep you guys updated. Thanks for all the help!
I'm not in 4x4 the front wheels don't move. After what you had told me to do in the last thread the front drive shaft did not do move only a little bit.
I think that's normal?

Well, if you did it right, that means the TC is engaging but the ADD (front diff) is not. So you need to do my diagnostic to determine next step. What I wrote is pretty telegraphic, feel free to ask for help.
