I've never seen it before.
It is likely a custom one-off bumper, either shop made or garage made.
Reasons why I think this are because...
1) No company logo
2) It's very simple and lacks the quality and detail you see with actual brand name bumpers
3) It's huge. Most companies wont make anything that bulky.

Thanks for your help! Maybe I'll be able to get something for it on craigslist and get something of higher quality.
