If the cover is steel, I would weld it. If it is anything but steel, it's probably not worth trying. You're right, the cover with oil residue is a problem and will contaminate the weld. The entire cover should be cleaned before welding. And if it is AL, all the oxide must come off, use acetone cleaner, etc. Cast AL is the worst thing to weld. But I don't know for sure what the cover is made of anyways...

Probably best to source another cover.
