Help needed: for a Montero owner

My cousin has a 01 Montero XLS and those seem to have an issue with the crank pulley bolt. It comes loose! So it was his turn, and the mechanic sort of messed it up with blue thread locker and a heli coil.

What thread locker is the best for this and any vital steps to get it right?
