help re removal of inside panel (back hatch)

Hey tem i will try to keep the story short
I have found what may be rust on my 4runner (little bubbles)
As I have it rust proofed by Krown every year it is under warranty for rust protection
I need to remove the inside panel on my rear hatch to see on the inside if infact there is rust any tips or instructions would really help right now on how to do this
The rust bubbles are right next to the license plate...in the middle....

if it is like the '04, this piece just pops off with a careful, yet firm tug. It is merely held on with a bunch of plastic clips. It just "pops" back on as well. I may be forgetting a screw or two somewhere, but I don;t think so.

There are 2 access panels, the smaller one with the fabric handle is all you need to take off. Remove the bolt holding the handle on with a phillips screwdriver.
After that just yank on the panel from the bottom corners (it's all just plastic clips). Once you have all the clips off, push the whole panel up so the window gasket area comes up (it's kinda tight)
