Help with parts indentification

I was working on my 04 Runner today. I noticed a cable near the front bumper where colored wire is exposed. Can someone please tell me what it is for?

Should I put some tape around the bend to prevent damage?

While poking around in the engine bay, also noticed a plug out of a cable. It is on the passenger side behind air intake hose. I didn't find a socket to plug it into. Just curious what it is for?
