Can hi lift be mounted safely on OEM roof rack? I don't have aftermarket bumpers so my options are limited where I can mount it. I am leery of carrying it inside as it may cause serious injuries in case of an accident.

There are brackets you can get to mount hi lift jacks to roofs, not sure if they make one to mount to the factory rack, but for baskets and aftermarket racks, yes.
I have a similar jack mount project on my drawing board, and to be honest, I'm not thrilled with any location as these things are heavy and can cause collateral damage under many circumstances, including just coming loose.
I'm considering mounting on top of the bull bar on my ARB - not sure if others have done that but lots of Jeeps hood mount em at the hinge crease.

To your point that these can become dangerous projectiles I don't know that I agree with the bull bar mounting location. I see these up there on rigs occasionally and I always tend to think about that thing coming back at the windshield in a front end crash.

I thought about mounting my outside, but weather does do a number to them. They have rebuild kits to maintain them but I opted to mounting mine inside. I did the 1st gen roll bar and mounted it to the roll bar. I feel pretty good about it not injuring someone.

One of the reason why I don’t want to mount it outside. Is because once you use it. The paint will get scratched up. Then rain will make it rust. Then you’ll get rust drop spots on your truck. I had a shovel mounted on the side of my roof rack. After using it it rusted. Then once it rained, it stained my window !

Sweet, I can fab those myself!
I would only carry it when going wheeling, but good point about rust and stains.
