Hitch Install Advice - Broken Tow Hook Bolt

I was installing Hidden Hitch 70779 and one of the two bolts for the driver side rear tow hook won't back out. Here is a video:

Is there a nut on the inside of the frame that broke that is causing this? Should I just use a dremel to cut off the bolt at this point or is there something else to try to extract it?

I searched for a while for similar threads.

This Thread and this thread seem similar. Are the my best options?

Yep theres a nut welded to the inside of the frame. Pretty much the only option is to cut it off

You will be there all day with a dremel. You need a torch or an angle grinder with a cut off wheel. :flamethrwoer2:
