Hood scoop fluttering? ??

Hood scoop flex is directly proportional to how much extra power is made. When it's mildly flexing, say around 30 mph, it's a small 3-5 hp gain. When she's really going, usually around 80 mph, it's good for at least 20 hp. It seems that there is so much "scooping" action at high speeds that even the Xtreme reinforcing of the Trail\TRD version can't handle it. At speeds over 111 mph, there is a very real danger of having the entire hood sucked into the intake. CAUTION, Toyota will not make warranty repairs on any vehicle with hood ingestion issues!

The hood on my TE barely moves but not enough to bug me but, I do notice it. I also have noticed some glare off the scoop when the sun hits at just the right angle. That being said, the hood on my 4th gen SR5 seems to be pretty solid.

I haven't even looked very closely at the bottom side of the hood but I am wondering if adding additional attachment points on the sheet metal to the bracing using good double sided tape and some type of spacer(s), (probably something like plastic cutting board) would help any? Also, spraying the complete bottom side with a thick coat of rhino liner may help as well.
 
The hood is not structural in any way, just there to cover the engine
