How do i program the remote start on my 98 4-Runner SR5

I have a 98 Toyota 4-Runner SR-5 and it seems to have a factory installed remote start but it will not work on my key fab. It worked before, then i broke the keyfab and had to get a new one. Everything as far as keyless entry workson the new one but for some reason i cannot get the remote start to work again. I really wanna get it to work. I don't really know if the security and remote start is factory installed. Under the hood, there is a green sticker that says this vehicle is equipped with a remote starting device and to make sure it is disabled before servicing. Anybody know what to do?

Factory Remote start wasn't an option on that 4runner. now one might have been added on to work with the factory key fob. If it is like that then usually you hit lock twice to trigger it.
