WOW... I'm glad I looked for this info because I too have a 99 4Runner and I've been wondering what the heck is going on with my gas gauge. I just got my truck about 3 weeks ago and I love her! But if I fill up on Monday night to go to work the next day, it takes me 23 miles to drive one way to work. My gas gauge is past full when I leave my house, but by the time I get to work, it's reading that I've used a quarter of the tank! I couldn't believe this. I've asked some of my co workers and they said that my gauge had problems and to take it to the dealership, but hell, we all know the "stealership" would charge a ridiculous amount to fix this! When my light would come on I'd drive maybe another 15 miles or so, then fill up. Once I fill up, I was only putting... and this is going past when the gas nozzles stops, I was only sqeezing in about 13.5 gallons. I knew I read the manual and it states 18.5 gallon tank. But I was thinking, "maybe I need a tune up, or my filters changed" or something.
