how to fix chipped paint?

See if you have a place called Carnica in your area. They do touch ups, but like it's already been said, you'll be able to tell.

1. Sand out all the rust starting with something like 240 grit. You have to be sure that all the rust is gone. Might have to use a wire brush to get all of the rust out.
2. Blend it out pretty far into the good paint on either side, so that the transition is smooth, otherwise you will see an indent from your sanding if you just sand out the rust spot.
3. Then sand it with 600 grit to prep for paint.
4. Spray your primer over the area. I would use a black or dark grey primer on that.
5. Then spray clear coat over all of the blended area. That will allow you to see exactly where you need to spray your base coat.
6. Spray the base coat. Base coats can be mixed with the age and fading of your paint in mind to get a closer match. You can also blend paint based on how you spray and how much you put down.
7. Spray the final clear over the base coat. Make sure it has uv protectant in it
8. Wet sand out the orange peel with 1500 grit
9. Buff it smooth.
Edit: From what I can see in that picture, you will have issues with the paint chipping off. So you would need to really sand well to make sure youre not going to have any chipping. The transition from the bare metal where you sand off all the rust to the good paint should be perfectly smooth.

To ad a small helpful trick to that last post, you can pull up the rubber seal arround the window with a flat head and then slip some rope in between the seal and the body. This gives a much more professional look than just taping a right on the edge of the seal.
