How to secure fender flares on limited 3rd gen?

Fender flares on my 3rd gen passenger rear are beginning to detach.

Looks like the clips could be broken? Called Toyota about it and they said this was technically an aftermarket option so they wouldn't be able to assist without replacing it.

My guess is probably the clips are broken, as you said, or maybe could be missing some of the bolts holding it on?

The part numbers for the clips that I think you need are:

90-90467036 - blue clips
90-90467037 - red clips
