It's hard to get a bumper for 600 bucks, unless you get lucky. 600 would cover a spacer lift but it depends on what OP is looking to do with his car. Tires could be done but it would have to be a tire from pep boys, for example, that would not last as long as day a 900 dollar set. I'm not hating on your ideas just trying to be realistic with what you can do with 600 bucks. Maintenance sounds like a great idea to me. Ultimately it depends on what he's looking to do with his car.
