Hydraulic to Electric

So I have 5,000# boat that we tow occasionally, but it has that stupid pressure thing(forgot what it is called). Last summer, which is the first time we actually towed it, I noticed the brake cylader was empty, so I filled it up with Dot 3 fluid, but there was gunk on the bottom. I have a few questions. 1) How do I clean that out? 2) There is a black wire coming from the brake cylinder, it looks like it got ripped off the old flat plug, which I converted to the 4Runners system. What is it? 3) Does anybody know how to convert it to electric? I don't think that hydraulic is very good, at all, for 5,000#. TIA for your responses.
