Can you return the parts?
The lens and reflector assy are fastened to the backing plate(dark color plastic) in a few places, using metal screws (both machine and self-tapping style) threaded directly into hard plastic...a regrettable engineering decision. IMO, it would be much less work to just buy the complete assembly, which is easy to install, rather than transplant a new reflector/lens onto an existing backing plate, which decades of heat cycling and vibration serve only to weaken and embrittle.

Good luck getting new complete OEM 99-02 assembles,Toyota recently discontinued them but still offer the 96-98 fluted plastic lens versions.

You don’t have to unscrew those two plastic sections on the headlight housing to separate it from the main bracket/mount (whatever you want to call it). Unhook the long spring then continue turning both aiming adjusters until they come loose from the housing. Not too long ago I had to swap a bracket because the adjusters were seized due to rust

The way the system works is that there is a ball joint that acts as the main pivot for the headlight, it's what you see in the upper left corner of the headlight picture, and the upper right corner of the mounting bracket.

Then there are two adjusters that rotate the headlight up/down and left/right about the main pivot (you see these in the upper left and lower right corners of the bracket in your photos).

There is also a spring that takes out slop.

As others said, you want to unhook the spring. Then, I always back off the adjusters all the way out. The hardest part (probably what you're struggling with) is disengaging the ball joint, which is a snap fit. It takes a tremendous amount of force to unseat it, to the point where you think you're going to break the headlight. But that's what it takes.

Study the photo carefully to know where the ball joint is, then pull on that sucker.
