i want black rims

i have a 1999 highlander edition and i think it would look nice with black rims. but i feel really stupid because until today i thought rims were just fancy hubcaps. but they are actually the whole wheel, right? feel free to laugh i know nothing about trucks. and then reading up on it i find out some people just have steelies. to clarify, if i take off my hubcaps i will then have steelies too, right? are steelies just the wheel plain by itself with no hubcaps? and could i then just paint these steelies black without taking off the tire or do i have to get the ENTIRE wheel painted? and if so what kind of paint do i use? if anyone could clarify this all for me that would be great.

If your truck has hubcaps then yes you can remove them to reveal your steelies..... You don't have to remove the tire to paint the wheels but make sure you tape off the tire really well. If you go to your local auto parts store you will find duplicolor wheel paint or you can always use cheaper Rustoleum. Just depends on the finish you are going for. ie gloss satin, or flat matte.

1999 Highlander editions came with 16" 5 spoke "star" alloys:

They do not have hubcaps...they are full alloy wheels. No 4Runner ever had factory hubcaps. Wheel choices went from basic steel wheels:

Then to split spoke 6 spoke wheels:

And these 'coke bottle' wheels were standard on 01-02 Limiteds and standard on the Sport Packages:
