Ideas on fixing rust?

Ok so I've got an '88 T4R and I love it so far. There is a bit of rust on the right rear quarter panel that I'd like to deal with. Does anyone have any ideas?

My current game plan is to grind it off sand it down, and possible pop-rivet some sheet metal on there all coated with some rustoleum.

I'd appreciate any hints or advice.

I have some on order for my '90's rust.

You can replace the rotted area, then prep and use this stuff over it. It seals off metal from any air and moisture, stopping and preventing rust.

Rustoleum (or any paint) will help for a while, but will still allow rust to form. I did the same to my door sills last fall and I have rust bubbling again....hence the change of stratagy.
