I'm going to guess that those are modified pocket flares. The only aftermarket flares produced to my knowledge are Bushwackers. The front looks like it hangs down into the wheels well, instead or having the arc stock ones do.
Those also may be hand made. There was a new guy a few months ago that built some flares, a fornt visor, and a hood...kind of lookslike his truck.

also the xenon's (IMO the xenons look 10x better than the BW's)

One thing I don't like about the xenon's, which you can't see in the picture, is that they mold their xenon logo into the front flare just above the bumper.

Love those flares! Somebody hurry up and make these already. Looks like that pic is from overseas, weird looking trucks in the background and the license plates are longer like European plates.

No clue, but the sign in the background says "lancheria restaurante" or something. Not from my neck of the woods that's for sure. Maybe some one converted their helix surf into a 4runner haha.

They are nice looking flares.
$1200 in Brazil is just over $500 in US Dollars though, still kinda pricey.....who knows about any taxes and import fees......

I believe those are Bushwacker Cut-Out Fender Flares. On their site I couldn't find it for the 3rd gen 4runner, but they do have them for a Tacoma. I wonder if the picture he has it for a different model and he fab them to work on the runner.

The ones i posted are made for the 3rd gen. Its not fab.
I got a hold of bushwacker and they do not make pocket style fenders for the 3rd gen model 4runner. But i got a hold of this company who does and its gonna cost about $600 to ship out of south america
