Install OEM hood reflector

Purchased OEM hood reflector to install on my '08 4Runner Limited. It came with 4 nuts and 8 washers, but no bolts. What are they for? It also came with 2 rolls of adhesive backing foam strips, what are the location of the reflector that I stick these on?
