So it can be done, and I had it done.
The trick to installing a LED Lighter in a 5th gen hood scoop is finding a LED Lighter that is low profile. I was able to find a single one that worked.

The next step is to grind down the metal on the side of the Light bar so that it is flush. the reason for this is because it really doesn't fit as is. The opening on the 5th Gen 4Runner hood scoop is about .75 inches and the light bar is 1 inch plus another half inch for the raised sections on the sides of the bar.
Once you grind off the edges, will still need to mark and cut .25 inches off of the hood scoop to get extra clearance on the top if the scoop to mount the bar.
Once you have it sized, you will have to make a custom bracket which is pretty simple. The danger that I foresaw was that I needed this to be waterproof because the insulation on the underside of the hood does not have a cut out.
The solution was to put a bead of silicone around the bar to seal everything up.
The bar that you see in the pics is a flood set up. If I had it to do over again, I would probably have gotten a spot arrangement. A lot of the light is going up. That said, the Rigid Dually's are so good that I don't know if it can really be said that this mounting is worthless. I think that this set up is best if you believe you will be creeping through branches or there will be a lot of forward and back pitch where you are driving so that you can see whats coming.
The second shows it a little better.
The DRLs are a custom set up I purchased off an Ebay Seller. I really like how they transform the look.
