Don't forget not all jurisdictions are covered with paved roads. Tahoe PPVs suck on anything beyond a well maintained gravel road. There are plenty of days that I would prefer to be in my 4Runner instead of the Tahoe. Then again I'm a firefighter and don't need to chase any one.

I actually think they make perfect sense as a police vehicle in rural areas with many unpaved areas and/or frequent 4x4 usage (Indian Reservations, National / State Parks, Forest Service, Border Patrol, Game Wardens, etc.). Save the PPV Tahoes and Exploders for highway usage.

I've seen Highlanders in a few cities including Colorado Springs..And where ever this one is.

Ouray County Sheriffs Dept. have FJs (that was given to them by the FJ Summit Crew). and these guys have FJs in Oregon.

And I guess there have been other 4runner Police vehicles

and even a 5th gen (outside the US)

I do suspect most if not all of these in the US are Police Impound vehicles. When I was a Police Officer in Oregon we had a 79 Corvette Stingray that was the K9/Drug Unit car.

The Honolulu Police Department allows officers with enough seniority to use their personal vehicles (from a list of approved makes and models) as their patrol units. The city pays them a vehicle subsidy on top of their normal salary. The 4Runner and the Dodge Charger are popular choices.
