Is $3500-$4500 too much to pay for a stock used 3rd gen with over 190K miles?

Ok, here's a 1994 2nd gen I called on, and I'm going to go check after work tonight:
94 Toyota 4 runner SR5 clean inside and out, 1 owner, has new timing belt, water pump, idlers and tensioners, A/C works, 4X4, 5 speed, gray with gray cloth interior, slight blemish on drivers seat and that's it interior is in great shape. New engine put in by dealer at 120,000 has 241,000 on it now. tow hitch, roof rack, pwr sun roof, this thing is loaded. Vehicle is currently in non opt. If it's still listed it's still available I'll delete the post as soon as it sells.
It's a shop doing a consignment sale. It's non-op reg, but supposedly ready to go otherwise (although with a non-op I feel sketchy test driving on freeway)
The guy said a Toyota dealer installed a brand new long block at 120,000, so it's got like 110,000 on the "new" long block.
He's asking $3K and says he's negotiable. Opinions anyone? EDIT: he says it has a cracked windshield and it needs new tires...

I just picked up a 2000 SR5 4x4 with 169K for $6750. Only cosmetic issue is a dent in the lift gate above left turn signal. New valve cover gaskets on both sides, new belts (except timing belt which was changed at 100K), new bushings, fresh oil change and tranny flush. Interior is almost like new. Thought I made out ok.
