Is this average mpg normal?

This is true and not true. They are all spec'd at 18.5

It is always true. The tank capacity is not conditional. They are all 18.5 gallon tanks.

If you or someone else has issues with the fuel pump, fuel gauge, fuel level sender, (There's a TSB for '99-'00 models) evaporative emissions system, vent hoses, etc., none of that changes the capacity of the tank.

But they change the EFFECTIVE capacity of the tank, which is all that matters. The 1-2 gallons in the bottom of the tank is true for all years. This was my point. 18.5 is accurate, but doesn't tell the whole story.

Durk, What do you say to those that have used 18+ gallons between fill-ups? I'm not including those that overfill the tank taking up gas-expansion room, or continuing to fill until gas backs up the filler hose.

If people are unable to use more than 15 gallons, (your example) then their 4Runner has an issue that should be addressed.

If people are unwilling or able to fix the issues, then I agree, their effective capacity is whatever it is. That still doesn't change the actual size of the tank.

I dont live in MN and neither does the OP. Now when I say just get in and drive,by the time you start vehicle,buckle seat belt and what not it's probably been running for 30 seconds. What benefit will you see letting it run longer? Why will your car run like shit? Does it have a carburetor? Case in point,my step-dad bought a 93 Dakota brand new and this is exactly how he drove. As soon as it started it was in gear and driving away. Drove it like that for 198k,then I bought and put another 15k before selling. All on regular old Penzoil. We're talking about a Chrysler product here,not the most reliable vehicle out there. I mean use a little sense,dont get in and start it and redline every gear,sheesh.

OP, at least let your rig run until the ECU switches off the fan and the revs drop to "normal" operating range. Or don't....

I don't know about Indiana but its a high of 21 today in the Chicagoland area.... I let my rig warm up in the garage for about 5 minutes today while I let the dog out before work. To each his own.

Ps - I got 345 miles before the low fuel light came on (so I fathom I had another 60 miles before empty). Half the tank was all highway going up to Milwaukee on Friday, the other half was mixed driving.

Man that's crap. I get about 230 miles on a full tank (18) of 87 gas. I am running 265/75/16s currently. My MPG is definitely going to go down once I put on 285s. I just want better mileage than 12.7 miles per gallon. '99 5spd btw.

I average about 20 mpg mixed city/hwy. Not too shabby considering my old Jeep would get about 13

Mine, V6, 1997 3,5" lift I have around 13MPG.
I use AC everyday and every moment and drive in the city traffic everyday.

Just filled up the tank at lunch. I went 246.6 miles on the odometer and needed 17.19 gallons to fill up the tank. 14.34 mpg average. Most (~90%) of my driving is city driving. Very little on highway. Seems like it should be better than that.

What size tank do you have? My 1997 and 2000 4Runner both take around 15 gallons to fill up. i'd love a 18 gallon tank lol

Btw I have a pretty much toasted clutch right now (replacing this weekend) on the 2000 with 3" lift and safari rack with a dirty ass K&N cold air intake (buying a dry filter for it soon to get away from the oil based filter the previous owner had gotten it) and today I averaged 18.5mpgs. The 1997 which was all stock I was getting 20+ regularly with the IAC on the fritz. I drive like a baby and my real secret is that I use cruise control as often as I possibly can, anywhere from 25-75mph.
