Issue with dimmer switch control

2004 4runner SR5.

Dimmer switch wasnt working. Dash lights are on and working just fine. just cant control brightness. Checked fuses under dash and under hood, all good. I decided to pull the switch out and investigate. The switch was not plugged in. There is a wire in there that looks like a blue wire, but there is some sort of white "cap" on it? I wanted to ask if this is the connection that plugs into the back of the dimmer? See pics below. Thanks,

drop the lower dash panel, its 2 10mm bolts, then see if you can reach up, if not , you can pull the panel out since the lower part is dropped.

Is the wire shown in the picture the correct wire connection? Or is there another connection that may have fallen?
 
the wire is on that wire holder clip, that clip, clips in a hole next to the cluster, it might be part of the panel sine you have the buttons on the guage cluster trim, later year models is only a button on the cluster.
