I received a 91 4runner on trade, and I'm very happy about it. It has a few fixable issues that I have researched for a few weeks now, but I see all the potential.

I already have a set of 315/75/16 tires and a set of wheels to mount them to.

I can't seem to find a definitive minimal lift amount I will need to clear these tires while fixing the sag at the same time. For now I'm keeping IFS but I intend to go sas after other things are addressed and budget allows, so I'm not trying to spend a ton on IFS lifts. I also plan on swapping to 3.4 when the 3.0 blows.

So I was considering 2"(3?") body lift for future 3.4 clearance, but I can't figure the best path from that point. I don't want to crank the tbars. Maybe 315s are just too big to fit with spending a lot on suspension?

I agree, don't touch the torsion bars. It will make your ride crap and have less articulation off road. If I were you, I'd throw on a set off ball joint spacers with either fj80 coils in the rear or just throw some spacers on your current ones. It's about the cheapest way to go for a decent ifs lift. Overall you'll have around 3" of lift.
 
I read that with bj spacers you're suppose to mess with the tbars as well, is that correct?

No. Most companies that sell the BJ spacers advertise them as "two inch lift", and then tell you in the fine print that you actually get 1.5 inches from the spacers and have to crank the tbars to get the rest.

To fit your 315s, I'd put spacers on the front and make up the rest with tubbing and trimming. Save the body lift for very last so you don't put on more lift than you have to, if at all.
