It doesn't, it's not used on 01-02. Actually, I'm not sure what models they actually use it on. But I know for a fact 01-02 don't use it.

I remember seeing this pop up recently. The T-100's used that if I am not mistaken. My 97 doesn't use it.

I want to say that mine uses it. I have the top of the motor all torn apart right now but when I get it back together today I can take a picture of it does

I used it after intake silencer removal to connect the hoses back together)

My 98 5 speed used that line. On the right it connected to the intake plenum and on the left it connected to a small actuator that held the throttle open. I not sure what it did exactly but if you unplugged while it was running the idle would go up. In other words the vacuum would hold the actuator in so the throttle plate could close.

My 98 5 speed used that line. On the right it connected to the intake plenum and on the left it connected to a small actuator that held the throttle open. IIRC, it goes to master cylinders on pre-'01 4Runners. It's a vaccum line.

It attaches to that capped off port on the back of the manifold and then goes to some sort of diaphram on the throttle body
