what year of 4Runner?
What brand of LED's did you have before (and how long ago)?
Do you remember swapping any pins/connectors to hook up your hold LED's?
What brand did you replace them with?
 
I had it done by a pro talked to him this am he said no pins where moved looked at instructions today they said news a different harness don’t get it

Holy run-on sentence batman do what Philsey said take it back to the "Pro" I suggest reinstalling the old LED that didn't fail and see if you get the same problem maybe the connectors on your new LEDs are in the wrong positions also please use punctuation the period key is two keys away from the "M" key thanks

First of all, that’ll take a while, even if you only **** the active users. Limber up!

Second, it looks like your post count and age are backwards on your profile.

Are the LEDS adjustable in their housings?

I bought a set of 6000k LED bulbs from the hid factory and installed straight from the box. Everything was wonky, lighting up the sky and the neighbors house but not the road. Pulled them out and on closer inspection found that there were two panels of LED's, on either side of the bulb. Also found a small allen set screw that allowed the panel to be rotated. Based on how the bulb went into the housing, (three tab version), turned the bulb so the LED panels faced up and down, installed. Had the same issue as you, highs were low and lows were high. Pulled for a third time and reversed the panels, finally fixed the issue.

All in all I ended up going back to the H4 bulbs because I just was never happy with the performance in the dark night, never gave me the throw I wanted down the road. 140$ lesson learned.

Also in my research I found that the LEDS work the best with halogen or striated type housings, while I had vision x clear housings. I never went further to see if those housings would have cured my ails.
